Monthly CAPPIE Award Recipient:
On April 24, 2014, Danette Bixler-George was presented with the HR Supervisor/Manager of the Month CAPPIE Award. Danette is an employee with the Department of Conservation & Natural Resources (DCNR), Employee Relations, Services, and Safety Division, and has worked for the commonwealth for 19 years. Danette was nominated for this award with the following accomplishments and excellent performances in mind:
· Affordable Care Act (ACA) Implementation Planning: In preparation for the implementation of the ACA, Danette managed the work effort of DCNR to help develop seasonal workforce management plans, and studied the effects of the ACA on DCNR seasonal staffing. This is a particularly critical effort in light of the fact that DCNR typically fills 1,000-1,100 seasonal positions each year. The ACA requires that agencies anticipating employees working beyond certain thresholds need to plan to offer benefits. The matter is highly complex in DCNR because seasonal staffing levels have been quite varied in recent years due to budget shortages, which have limited the number of wage/seasonal employees, and changed the duration of their work seasons/assignments. Additional seasonal work sensitivities, include but are not limited to emergency response efforts, such as fighting forest fires. As part of the work effort, Danette has looked at the work of the Department across the various job titles. This work has been aimed at helping to establish optimal seasonal staffing levels across for both the Bureau for State Parks and the Bureau for Forestry. Danette has successfully engaged the senior leadership and management of both bureaus in this effort, and helped the program areas establish required DCNR seasonal staffing plans.
· Labor Relations Program Management, particularly the Act 111 Unit: The management of labor relations matters for the Act 111 unit in DCNR is a complex and difficult matter. For example, 2013 was a challenging year. Significant accomplishments include the interest arbitration resolution of contract negotiations for the 2011-2015 labor agreement period. Efforts included the interest arbitration process and dispute resolutions between the parties. With regard to the resolution of economic matters, DCNR under Danette’s leadership managed to retroactively plan changes for prior calendar years in which pay was impacted by the interest arbitration ruling. Additionally, there was extensive interaction with the General Assembly during 2013 regarding the scope, depth, and breadth of Act 111 work performed by DCNR staff. This study involved multiple commonwealth organizations with law enforcement personnel. Danette also assisted the DCNR legislative office and the program bureaus in putting together comprehensive packets of information addressing the inquiries.

Each month, CAPHRA presents the CAPPIE Award to two HR professionals or a group of HR professionals who did something great - maybe the person consistently gives good service or performed exceptionally well on a particular assignment or was helpful on a specific issue. All HR professionals are eligible to be nominated, including supervisors, non-supervisors, all job classifications, all agencies, members, and non-members. CAPPIE nominations can be submitted at any time and are awarded each month at the program meetings.
