PHEAA is seeking an on-site Human Resources Analyst or Senior Analyst to join our team.  The Human Resources (HR) Analyst supports all areas of employee/labor relations programs to PHEAA’s off-site locations. Administers approved organization-wide employee relations policies and practices.  Makes recommendations to resolve issues, including participation in grievance procedures.   Conducts employee on-boarding activities including recruiting and new hire orientation.  This position works under close to moderate supervisor learning through experience.


Employee/Labor Relations & Unemployment

  • Ensure that employees are treated in an equitable and consistent manner. Find the right balance between the business need and employee advocacy.

  • Ensure compliance with Labor Agreement.

      • Provide guidance to management on the fact finding/grievance process based on the collective bargaining agreement.

      • Investigate and resolve grievances throughout various steps.

      • Create disciplinary documents.

      • Advise all levels of management on Labor Agreement interpretation and concerns.

  • Recommend any process changes that could proactively address employee actions that result in discipline, i.e. improved training and communication.

  • Implement labor relations preparations, progressive disciplinary actions, accommodations, and security incidents as identified by Sr. HR Business Partner.

  • Conduct effective, thorough and objective investigations.

  • Conduct fact finding meetings, analyze information and make recommendations for corrective action.

  • Monitor disciplinary and grievance activities to determine that discipline is being applied consistently and timely.

  • Represent PHEAA at Unemployment Compensation (UC), grievance, mediation and arbitration hearings as necessary.


    Recruiting and On-boarding

  • Conduct employee on-boarding activities to include new hire orientation and administration of the federal clearance process for the site.

  • Collaborate with the Human Resources (HR) recruiting team and Sr HR Business Partner to conduct recruiting activities for the site.   


    Supervision of Staff (Senior HR Analyst)

  • Lead on-site HR team by developing and enhancing employee competence and effectiveness through on-going guidance, mentoring, feedback and motivation while adhering to department and PHEAA’s policies and procedures.

  • Develop and demonstrate a collaborative work environment to foster a partnership between HR and the business unit.


Policy Interpretation and Administration (Senior HR Analyst)

  • Provide HR policy guidance and interpretation.

  • Participate in implementing enterprise-wide HR initiatives.

  • Mentor business unit leaders in HR best practices and labor relations.

  • Identify areas where policy and practice are inconsistent and recommend actions for resolution.



    EDUCATION AND EXPERIENCE Minimum Qualifications:


    HR Analyst:  Bachelor’s degree and zero to two years of experience in a professional Human Resources role or the equivalent training and experience.

  • Demonstrated communication/negotiation skills.

  • Track record of conflict resolution skills.

  • History of exemplary customer service.

  • Analytical and problem solving skills.

  • Working knowledge of Human Resources principles.


    Preferred qualifications – employee relations experience in a union environment.   PHR/SHRM-CP certification.


    Senior HR Analyst : Bachelor’s degree and two to four years of experience in a professional Human Resources role or the equivalent training and experience. In addition to the above:


  • Advanced knowledge of HR laws and familiarity of Federal and State labor legislation           and regulations.

  • Proven experience in and ability to settle employee disputes appropriately.

  • Advanced communication/negotiation skills.

  • Self-directed and able to meet deadlines with professional and quality results.

  • Advanced conflict resolution skills.

  • Proven ability to lead/influence without direct authority.


    Preferred qualifications – SPHR/PHR certification, in-depth Human Resources experience including working with bargaining unit personnel and PeopleSoft experience.
