CAPHRA proudly presents its second half-day summit for the 2018-2019 Season…

Employee Relations:  Looking Back, Moving Forward 

CAPHRA is holding a half-day summit on February 6, 2019 from 8 AM to 12 PM at the PennDot Materials Testing Lab on 41 Lab Lane, Harrisburg. 

 

In this half-day session, we will cover a variety of employee relations topics that confound HR professionals and keep us awake at night. Can there ever be a consensual relationship with a coworker? When an employee doesn’t speak up for years, how do we know that prior conduct was unwelcome?  Where are we going with the next round of contract negotiations?  Come prepared for some fun and enter-train-ment as our team from McNees, Wallace & Nurick LLC and the OA’s Labor Relations attempt to answer questions such as how to deal with hypochondriacs, moonlighters, even people who drive unreliable hybrids and their reasons for not making it to work.  Warning to introverts, there may be some audience participation involved, although phoning a friend and polling the audience is permitted.

What Will I Learn:

Take a deep dive into employee relations and come away with increased knowledge and confidence in handling situations we and our customers face.  Participants will:

  • Investigate the foundations of labor law and labor relations through a “Labor Law 101” that reinforces and lays out the legal building blocks for employee relations and the actions needed to protect employees and organizations
  • Explore the effects of the #MeToo movement in the workplace - - - what’s different, what’s the same, and what actions should be taken to address sexual harassment prevention and incidence
  • Discover anticipated topics and issues to be addressed in the next round of contract negotiations in 2019

 

This event, which includes a hot, delicious continental breakfast, is only $35 for CAPHRA Members and $45 Non-members.  

Our key presenters~ 

Crystal Clark is a member of the McNees Wallace & Nurick Labor and Employment practice group. Crystal provides representation and counsel to employers on a wide range of legal matters including harassment and discrimination, FMLA and ADA compliance, the Fair Labor Standards Act, Civil Service/Merit Based Hiring compliance, Unemployment Compensation, collective bargaining and labor arbitrations. She counsels employers on all facets of State and Federal employment laws, and also conducts training for both clients and the bar on employment law matters.

Prior to joining the firm in September 2015, Crystal served for over four years as the Lancaster County Solicitor. Crystal was in-house legal counsel for the County, which necessitated a wide knowledge of legal issues unique to government entities. She was routinely consulted by Human Resources regarding all manner of employment-related legal issues involving County employees, and oversaw all employment litigation to which the County was a party. Additionally, she was a member of the County’s negotiation team in all labor negotiations during her tenure, and was liaison between the Board of Commissioners and outside counsel on labor matters, from grievances and interest arbitrations to unfair labor practice charges.

Crystal has practiced before a number of state and federal courts, arbitrators and administrative agencies, including the Equal Employment Opportunity Commission, Pennsylvania Human Relations Commission, the Pennsylvania Department of Labor and Industry, the United States Court of Appeals for the Third Circuit, the United States District Court for the Middle District of Pennsylvania, the United States District Court for the Eastern District of Pennsylvania, the Commonwealth Court of Pennsylvania, as well as several County Courts.

In his role as the Director of the Office of Employee Relations and Workforce Support in the Governor’s Office of Administration, Jay Gasdaska is responsible for overseeing the commonwealth’s labor relations, equal employment opportunity, employee benefits and workforce support programs.  Prior to accepting this role in 2017, Jay served as the Director of the Bureau of Employee Relations for ten years.  As part of its mission, the Bureau negotiates the terms and conditions of employment with the twenty unions that represent over 60,000 commonwealth employees.  Through its administration of these collective bargaining agreements/memoranda, the bureau provides guidance and training to agency supervisory and management staff, investigates and responds to employee grievances, represents the commonwealth at arbitration hearings and advises agencies on implementing office/facility reorganizations, closures, subcontracting and other administration initiatives.      

Since commencing his Commonwealth career as a Capitol Semester Intern in 1988, Jay has acquired almost thirty years of labor relations experience with the Commonwealth both at the agency and enterprise levels, having worked as a Labor Relations Specialist with the Department of Public Welfare and as the Labor Relations Coordinator for the Governor’s Executive Offices Human Resources Office while serving as their Human Resource Director in addition to assuming an enterprise role during his two stints with the Bureau of Labor Relations (from 1997-2004 and 2008-2017).

Directions: DIRECTIONS: From Rt. 230 (Cameron Street) via Arsenal Blvd, turn onto Arsenal Blvd. toward Route 22. At the traffic light just past the PennDOT Equipment Division turn left onto Pine Drive and proceed to the stop sign. Turn left at stop sign onto hospital/DGS Annex grounds. Follow the road, bearing right at the Y onto Sycamore Drive. Continue on winding road past a parking lot. Turn right onto Lab Lane. (You will be able to see building as you come around bend near parking lot.) Parking is provided on site, however, carpooling is recommended to make the best use of the available spaces.
